The number formats and separators can no longer be customized as freely as before.
You may want to use the Terminal to change the defaults. See the user tip by Tom Gewecke:

If you type in the search field at the top of System Settings, "Currency" You should see this menu:
Also, even though you may be in Canada, try selecting the UK or the US to see if number format appears.
With the new System Settings configuration this may have just moved. Have you looked in System Settings, General, then in "Language & Region"?
Yes, it's not showing where I can change it.
