My brothers phone was stolen the other night at his job. How would I be able to find a way to track where it is because he doesn’t remember the email he used when he set up his iCloud?

Without his iCloud account, it's not going to be possible to track it.
He would need to log in to https://icloud.com with that account to track it.
If he does not remember what email he used, have him check his email accounts. iCloud based emails and other Apple messages would arrive to the email account that was used for the iCloud account / Apple ID.
