even after switching "silence unknown numbers" a few times my phone will not let the call through.
Also cloned the phone and it still does it so might be the network O2

Well its been fun but it turns out it was Focus which had no time settings so was on 24/7 and would not turn off so only allowing known numbers to over ride the block.

To turn on Do Not Disturb from Control Center: (Off)
1. Open Control Center on your iPhone or iPod touch, or on your iPad.
2. Touch and hold Focus, then tap Do Not Disturb.
