Using parental controls how do ensure my child can not switch off the location setting?

Older: Settings > General > Restrictions, disable Allow Changes, and select Locations Services.

I’d suggest acquiring and using a locking ankle monitor. That’s much more reliable. Why? It’s trivial to disable location tracking (by powering off the device, etc.) and trivial to provide a misleading location (by leaving the device elsewhere, with or without call forwarding).
