If you mean how do you unlock an iPod using Chromebook, then you cannot.
If your iPod is locked, then you need to use the passcode you set for it, on the iPod. If you don't remember it, try this Apple article: If you forgot your iPod touch passcode - Apple Support
Among other things, it will tell you that you need to use iTunes, but since iTunes cannot be installed on a Chromebook, you will need access to a computer (either Mac or PC). The article also suggests that if you don't have access to a computer, go to an Apple retail store for help.
