I tried the suggestions regarding delays. Select when last connected to device and turning off devices.
Had the airpod pro (latest version), in my ear before turning on my iphone.
I heard a tone in my ear like the earpods connected - but I had not turned on my iPhone at that point.
How can you tell what devices your earpods are connected to?

There is not a method to determine via AirPods which device they are connected to, however, they can be switched to any device by selecting them via the Bluetooth menu. You may also be able to switch automatically: Switch your AirPods to another device - Apple Support
