transferring files to new Mac from Time Machine backup - where to attach Time Machine?

I have a question on step 2 of Restore your Mac from a backup:

Use Migration Assistant

If you need to reinstall macOS, do that before continuing. For example, if your Mac starts up to a flashing question mark, you need to first reinstall macOS.
Make sure that your Time Machine backup disk is connected to your Mac and turned on.

Q: Do I connect the Time Machine backup (USB) to new Mac or old Mac?

(Sorry, this is not intuitive for me!)

It may not be completely clear, but the focus of that article is on your NEW Mac.

Connect your Time machine backup drive (from the Old Mac) to the NEW Mac by any means possible. USB is a great way to do it.
