how to set up remote access to control tv while on data and not same wifi?

At the very bottom, it states the following:
Check that your iPhone or iPad is on the same Wi-Fi network as your Apple TV or AirPlay-compatible smart TV. On your iOS or iPadOS device, go to Settings > Wi-Fi. On your Apple TV, go to Settings > Network.
You need to be connected to the same Wi-Fi network to control your Apple TV using your iPhone or compatible device. You might want to review Apple's Unsolicited Idea Submission Policy. Specifically, the section under Product Feedback. If your feedback aligns with their submission policy, feel free to leave your feedback using the link we shared.
