ICloud Pictures aren't showing up on phone anymore

Without any change on my end, all of my photos synced on icloud don't show up in the photos app anymore. They are still uploaded to the cloud, which I can see from a web browser. My phone still has icloud photos turned on, and turning that on and off doesn't seem to have helped. How can I get my pictures on icloud to show up on my phone again?
