Got the iPad Pro. When I signed it up, it shows all my photos and videos on my iPhone. Now I noticed all my iCloud space taken up. Does the iPad double the content on iCloud or is it just showing it from my account but not doubling the space?
is the only solution to turn off my account on the iPad?

Currently your iPad Pro showed all the backup on iCloud from your iPhone.
From now on all your iPad and iPhone contents are stored in iCloud as one copy ( a common copy ) particularly all photos and videos will be sync and does not duplicate or increase the storage.
Don't turn off the iCloud on your ipad pro, instead you could select which options should it get synced from your iCloud to your iPad. Go to settings > your name on top > iCloud > toggle each items based on your interest. By turning off it will only remove the iCloud content from your iPad but the original file will still be on iCloud.
