My new iPad needs to download configuration

Ii just bought the iPad 4 off of wish.com factory reset my iPad 4  After resetting it I tried to start it back up when it told me that I had to download the configuration from Little Rock school district I really hope there are some suggestions because otherwise the iPad is just a useless brick. I believe what it it's called is a DEP?
