I need to switch apple ID's on two different phones as a kid and I are switching. I currently have the family sharing set up on my phone and it tells me I need to switch the kdis to another family plan before I can change the apple ID on my phone but I cant see where or how to do that

Family sharing is part of an Apple ID and is not "on" any device in particular. It is on whatever device you are signed into. If you want to swap devices then just sign out of the the one and sign into the other. Ideally you would want to do multiple steps, but it won't affect Family Sharing as such.
