Download not working

Im trying to download an app but it says i already have payment that needs to be made on the card, but there is no payment to be paid? What do i do?

Trying to download free apps Every time I try to download a free app it always says payment not complete and then it takes me to update my payment information and I update it and then It tries to charge my card $12 and something cents so it says that my card information failed and I can’t download any apps. I shouldn’t have to pay anything for a free app. Help! also i don’t have any money on my card right now so it’s declining the payment .

Also the app I’m trying to download is temu and I’ve downloaded it before, but now all of a sudden i need to add my payment method
