Sign out Apple ID on iPhone 13 Pro Max unavailable due to restrictions

Why does it say underneath Sign Out (will not allow me to)

“Sign out is unavailable due to restrictions”

This is a monthly plan fully paid. I have not placed any restrictions on the account that I am aware of. None of the other family members say that.

My phone number and Apple ID have been being used by someone else and this is the 3rd time I’ve had to change them. All security measures taken does not stop whoever is hacking me. Can anyone please explain. TIA

If an app or feature on your device is not working or is restricted, it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution.
