I had upgraded my iCloud storage plan from 5gb to 50gb and my amount got deducted but my plan is not upgraded. I also tried restarting my iPhone and signing out from Apple Id but nothing worked.
I kindly request Apple to resolve this issue as many people are having trouble regarding this problem.

The first step in investigating your concern would be to verify that the plan change is in effect for your Apple ID. The steps in Check your iCloud storage on any device will allow you to verify your current iCloud storage level and the link under "Upgrade to iCloud+ from any device" in Upgrade to iCloud+ will show your current subscription level.
You may also use Report A Problem to verify the charge you were assessed, and report a problem if billed for a subscription that is not in effect.
Finally, you may also contact Apple Support directly to investigate this concern further.

Go to settings, Apple ID
check payment & shipping page
check whether Apple ID shows your credit on manage payment page.
Then come back and click iCloud
and purchase 50 gb once now.
