1. First, please ensure everything is set up as shown here, which states: How to AirPlay video and mirror your device's screen - Apple Support

2. Please be aware, not all items can be streamed with AirPlay as mentioned in that above article:

"*Some video apps on iOS might not support AirPlay. If you can’t use AirPlay with a video app, check the App Store for tvOS to see if that app is available on Apple TV."

If other things are syncing, just not specific apps, you may need to use the alternative options provided above.

If these do not help, please tell us more about this. Also, could you let us know more about what's going on when you attempt to access the movie? Do you see any specific errors or alerts? Additionally, where did the movie originate? Were they purchased through Apple, rented through Apple, or obtained from another source?
