can I download the latest version of itunes on my Windows PC? without the latest itunes it doesn't want to install IOS on the iPad.

It depends on which version of Windows you are using. I'm going to take a guess that you have Windows 7 (or Windows 8).
The last version of iTunes that will install on a Windows 7 (or Windows 8) machine is 12.10.11.2 but this is not the latest version (despite Apple's unhelpful message telling you that it is).
So if your iPad cannot update to the latest version of iOS, because it in turn requires iTunes 12.12.7.1, your only course of action is to update your computer. While it is possible to update the iOS on the iPad directly, via Wi-Fi, if you do so, the iPad will not be able to talk to your old version of iTunes.
