ICloud - family sharing (kids' information)

My husband and I are going through a divorce. He started the icloud+ plan and is now removing me off of it, but he is keeping the kids on the account. How do I get to monitor the kid's accounts now if I make my own Icloud plan? Can we both add them to our own accounts and monitor them separately?

Children can only belong to one family at a time.
