iPad 9th generation - Photos failure

I have purchased Apple iPad 9th generation on December 2022 on Apple.com. The gadgets on the iPad have been flickering for the past month and the Photos app could not be opened nor could the screen be recorded as it shows the error "Screen recording cannot be saved due to Photos failure". I also could not stay signed-in in apple.com in my iPad as it gets logged out within seconds. Kindly provide the solution.

Try and Force restart iPad

Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button and keep it pressed until Apple logo appears, release the button.
