Is ECG not available on the Apple Watch 8 in San Antonio Tx?

Why isn’t the ECG available on the Watch SE ? The ECG app is not on the watch se ! Which makes no sense. They need to make this available on the Watch SE. if I knew it wouldn’t be available I wouldn’t have changed watches this is beneficial

ECG should be available everywhere in the USA.
