Ventura windows resize automatically

When I reopen or wake the window, the window has been resized smaller by two thirds and moved to the lower left of the screen. It doesn’t discriminate…any app or browser gets the same treatment. Can you verify your software is up to date…

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.2.1
