File Sharing Set Up Option Missing

I have three Macs (two running Ventura, the third running High Sierra) on my household LAN.

I want the three Macs to share their files with each other over the LAN.

I’ve been following the step-by-step set up procedure as outlined in Mac Help on File Sharing.

According to step 5, one of the options is “Select Network Users or Network Groups in the list on the left…”. 

None of my Macs show this option. The only options available to me are “Select Users & Groups” and “Select Contacts”.

Why am I not presented with the “Select Network Users or Network Groups”?
