Start with basic WiFi troubleshooting - as detailed here:

Consider that your WiFi Router, to which you are attempting to connect, may be configured to require support for security features that are not supported by older versions of iOS. If your router is configured for WPA3 authentication, you will need to change this setting to WPA2 PSK. Your iPad4 (and other older iPad models) do not support WPA3 authentication.
If your WiFi has been set-up according to Apple’s recommended settings, WiFi and Internet connection difficulties are usually an indication that your device does not have a routable IP Address - your IP Address usually being assigned by DHCP. When this occurs, your iPad may only have a self-assigned link-local IP address that begins 169.254.x.x.
If you have a VPN App or profiles installed, or a security App such as Norton, these may be interfering with DHCP - and preventing your device from obtaining a valid IP Address for the WiFi network/hotspot to which you are attempting to connect. The resolution is usually simple; if installed, you may only need to temporarily disable or remove the Security App and/or VPN.
If using a meshed WiFi network, this my be the source of your problem. We see frequent reports of issues with older-model iPads, concerning compatibility, when used with meshed-networks.
If the issue has occurred since performing update of the eero nodes, their system software may indeed be the cause of difficulties.
Perhaps double check the WiFi router settings - and if not resolved, contact eero Technical Support.
Thanks for the answer, I have tried all the steps on the Apple site, nothing seems to work, I use eero for my network. I have three placed around my house for full coverage, so max bars everywhere. Connected it by Bluetooth to my iMac but cannot get beyond that point.

Yes, I have read that, but I have been using it for about a year and had no problem connecting this iPad or an older one until recently, I am thinking something changed in an eero update that is blocking the older ipads, since neither of them can be updated any more.
I will keep plugging along and eventually figure it out.
