Why can't I add my drivers license to my Apple Wallet?

My state drivers license and Metro card are both eligible to be added to my Apple wallet but when I follow the instructions to do so and press the plus button, all I get is a pop up that says "to add cards, keys, tickets, and passes to Wallet, look for the Add to Wallet button in apps, emails, and websites." I don't get an option to add a drivers license or metro card. Why can't I do this? My phone is up to date on software and meets all the requirements to be able to do this.

We see that you found the article Add your driver's license or state ID to Apple Wallet - Apple Support. So those are the steps you're following, correct?

If so, make sure that you have a My Card setup under your contacts with your details, as that is what the license will be linked to. Here's how, per Add your contact info on iPhone - Apple Support:

Complete My Card

Tap My Card at the top of your contacts list, then tap Edit. Contacts suggests addresses and phone numbers to help you set up My Card.

If there is no My Card, tap , then enter your information. Next, go to Settings > Contacts > My Info, then tap your name in the contacts list.

Edit My Card

Tap My Card at the top of your contacts list, then tap Edit.
