Apple invite submission of feature requests via its Product Feedback portal. For iPad and iPadOS:

Feedback - iPad - Apple

If you haven’t already submitted the request via this channel, this would be the most appropriate channel through which to do so.

Having tested this myself, with both the Numbers and Pages Apps (they both work the same way), I cannot replicate your problem. The instructions within the Guide appear to be correct:

As such, either there are no related document versions - or something isn’t quite right with your iPad. In case of the latter, perform a forced-restart of your iPad - as this will often clear an isolated software issue:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

Having tested this further, document history does appear to be limited to documents stored in iCloud. This limitation appears consistent for both Numbers and Pages.

Whether or not this is an undocumented functional limitation - or is perhaps bug - we have no idea. As such, you would be best advised to seek assistance directly from Apple Support.

You can contact the Support Team using the Support link at top-right or bottom-left of this page. Alternatively and perhaps easier, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

https://apps.apple.com/gb/app/apple-support/id1130498044

Hopefully the Support Team will be able to provide appropriate guidance - and/or escalate the issue to the App Developers.

When you learn more, please return to this thread with any information that you may learn - as this will doubtless help others that encounter this issue.

Thank you, but the reference instructions do not match my experience. Step 3 of those instructions says, "Tap Versions at the top of the screen." There is no 'versions' at the top of the screen. There is a list of menu items that opens at the bottom of the screen, but, again, there is no 'versions' to select that I can identify. I've attached a screen shot.

I still do not understand how to resolve my question.

I restarted the ipad. The results are identical to the previous response I provided.

I went a step further and created a document stored in icloud. I CAN replicate the results of the referenced instructions and your response. Soooo....the referenced instructions apply to documents saved in icloud. They do NOT reflect how to disable autosave or revert to an older document when the documents are saved on the device. That is the question which I would enjoy an answer.

I appreciate your efforts. Now back to the original question....
