It seems that you have the following:

• Low Power Mode enabled
• VPNs enabled

that interferes with the software update process.

Try the update again with the following:

• charged to at least 50%
• preferably connected to the charger
• disabled any VPNs
• disabled Low Power Mode
• connected to a fast, reliable Wi-Fi

If that don’t help you, update your iPhone using your computer with Finder (Catalina or later) or iTunes installed.
