For some time now, and still in Ventura OS 13.2.1, the Mail.app icon badge routinely shows an incorrect count of unread messages. It only happens when the app has been open and received new messages which were then read. The app seems to know there are not unread messages (see screenshot) but the badge won't update unless I quit the app and restart it.

Has the User tried the " Rebuild " as per image below ?

1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.
2 - Safe Mode will also eliminate Third Party Software, extensions and drivers from loading. It will only load the Minimum amount of Core Apple Processes to allow the the computer to function at a reduced Level of Performance
3 - Does the issue present in this mode ?
4 - Sometimes a Safe Boot followed by a Normal Boot will just put things right.
It do notice from the supplied image above " [ All Inboxes (0 messages (Connection Logging Enabled))"
That is something I am not familiar with can you explain by " Connection Logging is Enabled " and what Type of e-mail account are used on this specific computer ?
There could be something in the main User Account playing up. To further isolate this - Set up users, guests, and groups on Mac. Then log out of the Main User account and log into the dummy account and test again if the issue persists.
6 - If the issue is present in the dummy account - then, this appears to be a System Wide issue on the computer.
7 - Download the Application Etrecheck directly from the Developer.
This is a Diagnostic Tool that makes no changes to the computer.
It makes a coherent and readable inventory of both the Hardware and Software used on the computer

I was able to replicate the issue on a dummy account. Appears to be system-wide.
Tried "Rebuild" on one of my mailboxes. After 24 hours, it is stuck on "Indexing" in the Activity window and the progress bar has not moved an inch.
Also tried booting in Safe Mode, but the same problem is evident.
"Rebuild" mailbox totally destroyed my mail. Now, there are thousands of old emails showing up as recent dated, making it very hard to use search to find anything meaningful. You totally screwed me. No, I am not going to install a 3rd party software. I don't trust you.
