It's still not clear what your actual problem is. Try going to settings > general > keyboard > keyboards and use the Edit button to remove everything except English.

Settings>General>Languages>EDIT (top right corner) ... then disable the language(s) you no longer want.

Where is it exactly on your phone that you think you "downloaded" a language and where does this language appear that you do not want it to? Keyboard? Spelling?
