Can I swap out my mom’s trac phone for my old iPhone 7?

As far as transferring your mum's data, it depends. Tracfone wireless offers several different devices from iPhones, Androids, and other phones that could be referred as "dumb" phones. It ultimately depends on what kind of phone your mum has, as well as what carriers work with your iPhone 7.
If your mum's phone is an Android, you can download the "Move to iOS" app from the Play Store. Follow the instructions on screen, and connect your mum's phone to your erased iPhone. There you can select what specifically you want moved over.
If your mum's phone is not an Android or an iPhone, then transferring data may be a little more difficult. In regards to swapping cell service, it ultimately depends on the kind of SIM card your mum's phone has, as well as (mentioned above) if your iPhone 7 works with Tracfone.
