AirPods Pro G2 Forget Accessibility Settings

Basically: I want to have ANC with one AirPod. This is an official feature that must be enabled through Accessibility settings. I'm able to activate this with my iPhone. Unfortunately, the setting won't stick for very long. Sometimes it lasts an hour, other times it last a day. I can't quite figure out why it resets.
This problem arrived with my AirPods Pro G2 when I bought them new on the day of their release in Sep 2022 along with my iPhone 14 Pro. I've been in the Apple ecosystem since iPhones, I've had every generation, I keep them generally updated to the latest OS (16.3.1 right now). My previous iPhone 11, 12, and 13 all paired with my AirPods Pro (original generation) and worked fine with this accessibility setting. I can conclude from this:
- The problem is not the iOS version. I've cycled through at least 3 majors... maybe 4, and it seems this problem is very rare on iOS 15 and 16 ("wait for another update" is clearly not my answer).
- The problem is not the AirPods firmware (model A2698 firmware 5B58) given that's updated a few times.
- I've taken my Airpods to Apple stores twice for this specific issue, both times they did the "hardware scan" and found them working 100% perfect. We also performed full Airpods reset / re-sync (something I've also done at home a half dozen times to try to solve this).
- The problem doesn't seem to be related to any settings... but who knows? I can't find anything obvious, neither could either of the two Apple Genius Bar reps I worked with. Both were very knowledgable but neither had her of or experienced this exact issue before.
My working theory is that something is getting altered when my airpods bounce from my phone to my Macbook Pro (I'm constantly going back and forth throughout the work day).
