You need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to that information — and that is a good thing, BTW. There may be a time lag (perhaps a few days) from when you made these changes until you can actually use them.

Again, you said you did this, but just to be sure, if you use, say, a Visa card or Mastercard as your payment method, that card must be associated with a U.S. bank.

Have you thoroughly changed your region, including your payment method, as described here? You need a U.S. payment method.
