Who does apple share health data with?

I just bought an Apple Watch and the tech person helping me set up the health apps read me a waiver that I needed to agree to before he would help me:

any data provided as part of this call your choose to provide to receive support including my name contact information device and health related information may be transferred and stored in the United States where we are obligated to do so certain data may also be disclosed to applicable regulatory authorities. your data will only be retained for as long as needed to comply with applicable obligations and law

So what data would Apple be obligated to disclose and what applicable regulatory authority would they report it to?

All of your health data is encrypted on your device. Apple does NOT have access to it, nor do they share your data. You can however, choose to share your data with Apple and this link explains how --> About the privacy and security of your health records - Apple Support

You own your data and YOU can choose to share your data with a loved one or healthcare providers if you want.

Why was I required to agree to this waiver before Apple Support would help me enable the health apps?

What data is disclosed and who are the authorities they disclose it to? "where we are obligated to do so certain data may also be disclosed to applicable regulatory authorities"

Thanks so much, I really just want this watch to work for my elderly Dad, just weird to have to agree to disclose his data to an unknown regulatory body.
