system continues to ask to accept terms and conditions.

The pop up came out yesterday. System continues to ask to accept terms and conditions. I accepted many times, its still show up with the same prompt. I try to restart computer, did not help. This annoying notification looks like stack. Im using Ventura 13.2.1
