To watch Apple TV+, you will need to subscribe to that service. Unfortunately, the subscription can not be started on Fire TV at this time. Instead, start the subscription on a different supported device (e.g. iPhone, or web). Once subscribed, the subscription content will be accessible on any of your devices with the Apple TV app, when signed in with the Apple ID account that has this subscription linked to it [footnote-2].
You will thus need an Apple ID account. If you already have one, then use that. Else create one. Your account will need user information as asked, including a verified email address (respond to test message), and a valid payment method. If you need to make edits to your account, then you can do so on an Apple device, or in the iTunes application, or on the web.
