Is it normal that my MacBook Air M1 booting while it already shut down and close the lid? My MacBook booting unexpectedly after some minutes of shutting down and closing the lid. And when I open the lid, it automatically directs me to the sign-in page.

On both my M1 MBA and M2 MBA when I shutdown via the Menu Shutdown.
I know it is truly Totally Off when the Backlight Keyboard is no longer illuminated.
As nervous contributor mentions rightly, the newer computers will Auto Boot-up the moment the Lid is opened.
That is by Apple Design.
Should you want to clean the Screen with the computer OFF - use the shutdown in image below.
Just do NOT Close the Lid and be very carefully not to Touch an Keys as that will activate the Boot-up Process
Can not Duplicate this issue on 2 different Apple M1 and M2 Computer
Then have a few suggestions ;
1 - Get Support Choose a product and we’ll find you the best solution.Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issues .
2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue
3 - Have the computer evaluated by the Professionals who have the Special Hardware Software and Expertise to diagnose the issue and offer possible solutions
Thank you for your response. But, the thing that makes me confused is my MacBook wakes up when I have already shut it down and closed the lid. I heard the chime of the booting process a few minutes after I shut down my laptop and closed the lid. then, if I open the lid right after I heard the sound of the booting process it automatically directs me to the sign-in page. So, I can't shut down my MacBook cause it always wakes up every time I tried to shut it down.
Thank you for your response. the thing that makes me confused is I don't even touch my laptop after shutting it down and closing the lid, but it keeps waking up even when the lid is closed. is it safe to always put the MacBook on sleep mode?
It is safe in Sleep Mode
But, until the Auto Restart after it is Completely Shutting Down is Resolved, the user is avoiding a possibly more Serious Issue
If not addressed by the Professionals - this may led to bigger issues later
IMHO - There has been sufficient advise offered for the User ( you ) to make an informed and educated choice what remedial actions are required for this computer.
The suggestions have been put forth on a volunteer basis, in good faith and in the best interests of the computer.

Current (M1, M2) MacBooks do not actually "shut down" at all, even though you have shut it down. They instead just go to sleep...yes, even after you have verified that you have indeed shut it down. In this sleep state, any keypress, touch of the track pad or even just opening the lid will instantly wake the MacBook.
This is by design...although it does cause a problem, for example when you want to clean the keyboard; even though the MacBook has been shut down, any keypress instantly wakes it up.
