Shortcuts -> Make QR -> add contact

Did this work out back in 2021? (Related topic: How to generate QR Code of my contact det… - Apple Community)

This unfortunately doesn't work here.

In the actions choice, there is no "add contact".

Instead, chooseable is "choose contact".

This, however, just generate a QR code of the name of the contact, prompting a web search.

Defining the type of the contact as "vCard" instead of "contact" does not make any difference.

Additionally adding "choose contact details" just allows one detail.

Meh.

matzematik ~ The following custom shortcut will display a vCard-formatted QR code for a chosen contact from the Contacts app. When that QR code is scanned by another device, the embeddded contact info is displayed in the device's contacts app. In the case of the QR code being scanned by another iPhone, the embedded contact info is displayed in the Contacts app and there's a Save button at top right to save the newly shared contact.
