Apple Business Manager locations and region locked apps within an MDM system

Would it be possible to change an Apple Business Manager's location in order to acquire VPP licenses for apps that are region locked? We have set up our ABM account in the UK but we are encountering a lot of issues with providing country specific apps to our non-UK colleagues. For example, we have an office in Poland that requires access to specific Polish apps intended for business use but because our ABM pulls from the UK App Store, we cannot assign these VPP licenses and have to contact the developer of the app, which is generally unreliable.

So could we gain access to these country specific App Stores without creating new Apple Business Manager accounts for each location? We have 24 different mobile device using locations so creating 24 new Apple Business Manager accounts is less than ideal.
