In iCloud Photos, under "My Albums", is there a way to arrange(ie alphabetize) albums in folders on a PC?

No, iCloud does not have any sort of option to organize things in alphabetical order. If this is an option you'd like to see added, you can make that suggestion to Apple through their feedback site here: Product Feedback
