My iphone is set to dark mode but when I am setting a new wallpaper and click on customize the photo gallery opens and displays in light mode and I still haven’t figured out why this happens even though my iOS is the latest version. How do I fix it? I tried manually resetting it to dark mode but it keeps going back to light mode

I Understand that when you press the customize button it doesn't appear in dark mode.
Does it stay in lighting mode even when you put it as a background or do you see it in lighting mode only when you press the customize button?
Try to restart your iPhone and see if it’s appear in dark mode ☞ Restart your iPhone - Apple Support
Remove the wallpaper and set it again , press and hold on the Lock Screen > swipe up the wallpaper that you facing the issue with > tap on
delete the wallpaper and set it again, before you doing that, make sure that you have that wallpaper in your photos app !
That’s unexpected behavior, do you facing this issue with a specific wallpaper?or all the wallpaper ?
another thing you can try is to reset your wallpaper & turn off the dark mode and then turn it back on, if that doesn’t work, report this bug to Apple by this link ☞ Product Feedback - Apple

It only happens when I press customize and I have tried restarting my phone but it kept happening :/
