You’ll want to determine if the iPhone is carrier-locked:


How to unlock your iPhone for use with a different carrier - Apple Support


Ask the seller.


A carrier can tell you if the IMEI is blacklisted.


Again, ask the seller.

If the phone is brand new and has been purchased for full price (the same price as Apple is offering), then there should be no subsidy and no carrier lock. That written, many carriers and carrier resellers will provide a subsidy and will acquire a carrier lock. Ask the reseller.
