Low Power Mode automation not working

I have an automation to turn the battery of my iphone 12 (OS 16.0.3) to low power mode whenever not at 100% charge. When the phone discharges completely and charge it back again, the automation does not work. I tried toggling the "enable automation" on and off and it does not work either. The only workaround is to toggling the battery power mode itself to low power mode, and back to full power again. In that scenario, the automation will work. Net, what is the purpose of the automation if there's a need to go to settings/battery/turn low power on manually?

I have another iphone with the exact same setting and it works perfectly - iphone 11 (OS 16.2)
