Downtime Affecting Voice Messaging

This question is building off of this discussion which was closed due to time (Downtime affecting voice messages - Apple Community)

I have this same issue. I have set up Downtime and set messaging to all contacts to be always allowed, yet I am unable to use “apps” within messages and there is no setting to mark them as always allowed. My main concern is with the voice messaging, but even bitmoji, #images, and the fitness tracker etc. are blocked. Any way these can be unlocked individually or at least be unlocked when messages are unlocked? Thanks!
