No. Apple first added support for XProtect Remediator in macOS 12.3.
Remediator is an upgrade to and includes MRT.
XProtect and the earlier MRT are first available in macOS 10.15, as is the read-only boot volume, contents of which were then signed against tampering starting at macOS 11.

Keep Security Software Off of your Mac.
It just gets in the way, and is sometimes un-installable. If you need to update sometimes, then its Firewall Settings may just get in the way. Read posts on these forums, and you find plenty example of how and why.
But...
Scan with Malwarebytes for Mac:
Start with running a scan for malware, using Malwarebytes for Mac and remove what is found. Perhaps something was installed that made this occur. Remove what is found from the quarantine. Malware is short for: Malicious Software, which makes you computer act in a mislead manor.

I don't know what version XProtect Remediator is running under Catalina 10.15.7 (19H2026), but there is a version running. Of course, now that Catalina is older, the security updates will fall off.
