When someone loses their AirPod, they may turn on Lost Mode by using these steps: Mark AirPods as lost - Apple Support
The owner of the AirPods would do this from their paired device. If a device is in Lost Mode and does not have a display, the alert may pop up when the device is paired with your iPhone. However, since it sounds like you only found one AirPod, you will not be able to see that alert.
In your specific case, it may be best to drop off to the local law enforcement agency or turn them in at the lost and found of the place you located it at (if applicable).
