Hi, eagleye06,
I've not burned an iPad iMovie to a DVD disk using a Windows computer. However, from a brief internet search it appears that it can be done. You'll have to verify for yourself since I haven't actually done it and I don't use a PC.
From what I have read, one can connect the iPad to a Windows PC with a USB cable. (You might need some adapters.)Then Save the iPad movie to Camera Roll and drag it from the DCIM folder to the Windows PC desktop. It would be necessary to download to the Windows PC a Windows compatible DVD authoring app (perhaps Wondershare?) and import the desktop movie into it, using whatever import instructions that the authoring app provides. Once imported into the authoring app, the movie can then be burned to a DVD disc. You would need a DVD burner and a DVD disc.
As I say, I have not done any of the above, so best that you do your own research before purchasing the iPad. I started by typing in to the Google search box the words "How to burn an iPad iMovie with a Windows PC".
Hopefully someone on this forum who has done the procedure will chime in here. Also, you can contact Apple Support from the Support item at the top of this forum's screen, and talk to the techs there.
