Revoke app permissions?

We approved an app in the past. Now we’d like to revoke the approval without removing installation privileges in the App Store. How do we do this?

Note that when I looked to provide feedback, the Apple page omits the App Store as a category.

To clarify, let me you YouTube as an example. I approved YouTube for a child at one point. I remove YouTube from their phone. However, as long as they have installation privileges via Screen Time, they can just reinstall the app without my approval. If they try to install a new app on their phone, say Discord, it requires my approval via Screen Time. What I'd like to do is remove my approval for YouTube such that if they want to install YouTube again, it needs my approval.

At the moment, I can only permanently remove YouTube by deleting the app and then removing any installation privileges via Store Restrictions in Screen Time.

Thanks.
