Iphone 13 Max Pro Remove Health Data App, not just data?

Is there a way to delete, not just the data, but the entire "Health Data" app? I'm fighting the ios storage issue and have removed all non-apple apps, emails and photos. Now, it is it is time to delete apple apps.
