Difference between "Apps using iCloud" and list of all Apps under "Backup Details" screen

When I go to Settings -> My Name -> iCloud -> Apps using iCloud, I see only a small subset of the Apps in my phone. This screen has toggle button for each of these Apps. What does this setting do as opposed to similar setting with toggle button under:

Settings -> My Name -> iCloud -> iCloud Backup -> This phone -> Show All Apps. This screen has all the Apps, toggle button and not just a small subset like the "Apps using iCloud screen.

You are referring to two completely independent functions:

  • Apps using iCloud. Apps, for example Contacts or Calendars, may house data in iCloud for you. Doing this allows immediate access to this data on all your Apple devices.
  • iCloud backup. You may (or may not) choose to house your iOS backup in iCloud. If your iPhone suffers a catastrophe, you may use this backup to restore your data to an Apple device. You may either restore all this data or none of it.
