Apps Saved to the Icloud

My question is if apps cannot be deleted from the icloud but the purchase can be hudden then if the app is hidden what happens if a person goes into the app store to access the app again? Does it come with a clear setting where by older data is not included? Or does these apps come with settings that give the user the right to download their previous info or to start a new app? Just curious. For example if i hide an app purchase and then say for example purposes I get locked out of my phone and have to do a full reset when I pull from the backup will this app be denied access to my device?
