I just bought an m2 Mac mini and was hoping to use my 2019 iPad Pro as a monitor. Can I start the Mac mini and will the iPad see it to select it?

The feature is called Sidecar, and it will allow you to use your iPad as a display that extends or mirrors your Mac desktop.

Yes, as I understand it, you do need to have a separate monitor for the mini. The iPad cannot be the sole monitor. It can be used to mirror or extend the regular monitor of whatever Mac is using the feature.

As well, you will also need a keyboard and mouse to operate the mini as they are required to activate the Sidecar feature and select certain options. I don't believe this is a set and forget type of feature. Whenever the mini is rebooted the Sidecar feature may need to be reactivated, though I'm not certain of this.

As the name implies, Sidecar allows an iPad to be used as a second display as per this article:

There are some third party apps that claim to allow an iPad to be used as a sole display for a Mini. Google "iPad as sole display for MacMini". I won't or can't recommend any as I have no personal experience with any.
